I've been using ACDSee for a couple of years now. I'm actually still on v7. I've got nearly 13,000 photos cataloged with it though, and it still performs admirably.

The speed of ACDSee is great, but the kicker for power users is the total control it gives you. There are options for nearly everything, including writing your tags to the EXIF info which allows some sites (Fotki.com for example) to pull in your tags when you upload photos. Something else many of the competing programs don't offer is the ability to export all of your work in a standard format. ACDSee allows you to export it's database of info in XML which I've used in the past to do other things with.
